I would theory-craft that it may have something to do with business/revenue. I can think of no other reason why its built the way it is. It all appears to be motivated to bridge the gaps between new level 60 players and veterans while significantly increasing revenue through refinement.

This would go a long way helping out the situation. I typically run with the same groups and there are a few who are consistently lucky with the drops from day to day and week to week.
I think they should consider some sort of "skunk" rule whereby the game tracks how many dragon kills a player has made without getting any (meaningful)drops and reward them accordingly. That reward might be an increase in % chance to get a drop, etc. I see the point that others have made that with time everyone can use…
