Apparently this cape doesn't have the noise as other cloaks do, so never mind.

It's pretty great until you realize the cloak is making a very disgusting noise when jumping and until you get your cloak stuck inside your stomach.

Yes, there are "Epic" dungeons, which are just all the lower level dungeons but for level 60. Way to completely not answer the OP's question.

Why are you so set on having characters wiped? CALM DOWN. Exploiters are bad, they should be banned, sure. Why take the situation WAY out of hand and wipe all characters? It's like saying "Oh no, someone stole bread from my neighbors house, lets go kill everyone in the entire world."

Yes, I have a cloak on. After disabling the visuals on my cloak, sound is back to normal. I like my cloak. Why would cloaks do this? :(

Well, Tier 2 has better stats. And it probably has +2 on the icon.
