It's a "lack of feedback" issue. It actually isn't broken, but it appears so because the game auto refines RAD if you haven't logged in for 24 hours. Same problem here. Completed a bunch of RAD granting profession missions overnight and during my break at work through the gateway only to find no RAD had been granted once I got home and logged into game fully.
