Yes it is (PS4 too). It undermines the feature itself. Arc its about time you fixed this.

Yes Currentdragoon is correct. Thank you. For anyone else with this problem, you can go the the end of the map where there is a portal. Take the portal and it will lead you to Quorthon where you can continue the quest.

I'm having the same problem (PS4). I had a different Chasm quest to collect artifacts and couldn't find any sparkly things. So I abandoned the quest. Then it sent me to find Quorthon but He doesn't exist. Now the quest doesn't exist in my Journal and I can't abandon it. The quest chain is stuck.
