HD is affected by recovery, you see it if you try the skill instead of looking at the tooltip. Same goes for other powers with charges.

Divine FF is not a dot, but the logic is correct. On a single target, if you start your rotation with a dot you can reach condemned sligthly faster, but personally I don't find it convinient in my rotation. With multiple targets you reach condemned very fast, since you gain a stack for every mob you hit.
