Might be a good idea to have a separate leaderboard for each class for fairness of the different class roles and abilities, and then one overall leaderboard.
I'm pretty sure Bronzewood only applies for the wielder. I think we did tests on it a while back. It also says "YOUR at-will and encounter powers ignore 16%..." implying it only affects you.
Another nerf to HR. Stormstep action only reduces CD by 1.5 seconds instead of 3, and if you use it within 10 seconds of another daily, then it's reduced in half again. Glad I started playing my GF again... oh wait, that's not an improvement.

The devs said that these stats may not be final and that they are also creating a few other sets with different stats, so there's no reason to really work on the perfect itemization at the moment (unless you're bored).
I don't think that would be good for anyone who has spent AD dying and skinning their current GG armor. If they have to turn it in to get the new set, then they lose all their customizations and would need to pay to have that all done again.
Never tested it vs. Bilethorn. In my tests it was underwhelming and the damage is so tiny - you'd be doing like 8 points of damage per Bilethorn tick, and that's not taking into account damage resistance, deflection, etc. Overall I'd suggest waiting until the new PvP changes go live before doing any real tests.

I think what they mean is that the new PvP sets will have different stats, but still have the same bonuses as the current PvP sets (such as +guard meter and +10% movement for GF GG set, regen w/deflect and +15% movement for HR GG set, etc).
I'm not sure why they don't just give people a flat "Tenacity" buff instead of forcing us to wear PvP gear with Tenacity. The effect of power shows when you're comparing two weapons of equal base damage (one equipped, one not). The one with higher power will do X more damage. But the base damage itself is just that and as far as I know not influenced by anything else.
Does this mean we basically have to get the GG PvP set, otherwise we are at a disadvantage in PvP? Isn't this taking away from a lot of build diversity, forcing everyone to basically wear the same armor sets since they will ultimately be the best in PvP?

I tested again and it can definitely proc more than once a minute. I've had it not proc in over a minute, and every so often it would proc twice in 5-10 seconds.
