From what i've understood i believe it increases 1-3% of your stat ratings. For instance, from the screenshots you've posted i saw that you have: 2904 Power 2394 Recovery On 3/3 it would add 3% to those stats and all other stats in the Ratings tab for your entire team and yourself.
