I continued experimenting and discovered that setting the game client, the launcher, and steam to run as administrator gets it working. Kind of odd that other games without native support didn't require that to be done.

People have been asking for 360 controller support since this game was in beta. Imagine the disappointment when they had all the hoopla about coming out on the Xbox One but still no controller for the pc.
