• I find it hard to justify using anything else. You have a second at-will slot if you want a control at-will, at least one of your slots should be MM though. It triples the damage output of other at-wills.

• Well I found your problem right there. But yeah, its used for single target damage. Obviously not for AoE. It just depends on which type of dmg you're going for.

• Until you get to 60 just use whatever items drop and quests give you, it really doesn't matter what your gear is while leveling.
