If it was specific to a certain forum, then why would we still have beta sign up dates listed? Wouldn't they have gone away with the beta forums? And since I never posted or signed into the beta forums until last spring, shouldn't my join date reflect that instead of when I signed up for beta?

You're right. I just tried to dye my sword (one that has been previously dyed), and it gave me the same message. They must have changed it since the last event. What was the purpose? Another one of those "fix something that wasn't broken" changes, imho.
With it equipped (not sure if it can be done unequipped), open your character screen, choose the weapon (main hand or off-hand), select "change appearance". Then just put the dye you want in the box, or choose the dye from the drop down menu. Not all weapons may be dye-able, I'm not sure.
I mean everyone knew the lockboxes were getting changed and not dropping anymore. Who's to say (at the time) that Cryptic had just decided to increase the chance of getting a horse as part of the change? Fact of the matter is: someone was in there messing with the drop rate ratios, for whatever reason.
