elderislt is correct, Wizards/Thaumaturge have to wait for casting time (fireball is 1.5 sec), then wait for ticks to kick in (smolder/rimfire), then chill stacks to get shatter, to build up damage... and then the cooldown time is 13-18 seconds for encounters.
