I am almost 50 and I have no issues holding aggro so it is a combination of your rotation, feats, and powers. I have even unslotted some of my aggro gaining powers since I dont need them to gain aggro. I only played my guardian to 22 but it was really hard to hold aggro especially when there was more than one Rogue or a tank Companion.
