Its based on the base damage of FF i believe its not modified by enemy armor debuffs and things like that i think its based on the tooltip damage or the crit version of the tooltip damage
this might be a good way to buff up GWF's that everyone is asking about, by allowing slam to crit. (although personally i find nothing wrong with GWF, granted im not 60 doing endgame yet)
The real issue and fundamental flaw in this game is that crowd control from all classes has no diminishing returns in PVP. Add in some CC DR to all classes oh and also give clerics more scoreboard points for healing and it will change this game ALOT for the better.
Im also starting to realize that sooth also works as well, except not in the way one would think it works. basically it doesnt do jack for you not getting agro in the first place but it DOES help your group PEEL mobs off of you ALOT easier. I now run sooth and forsight 100% of the time in dungeons, makes life much easier…

from the latest patch notes: Normal Dread Vault no longer gives Epic Dread Vault loot from the reward chest while the Dungeon event is active. thats where i got my sick weapon from i knew they were gonna nerf it...sucks for others tho =/

They either need to remove this mechanic completely or make an addition mechanic that transfers threat to your party members. i.e. everytime you cast sunburst or something it drops all your threat and transfers it to the tank
Unfortunetly its traditionally the casual players that spend the most amount of money in the real money stores and all the hardcore players usually p;lay the game for about 18 hours a day for 2 or 3 weeks, burn out or get bored and move on to consume another game and dont spend much money at all.
