Sounds to me like the ALLOW_PROC_TIMER is 20 seconds and it is server side, and is continuously ticking away regardless of whether or not you're attacking. It seems to trigger if you cross the 50% mark of determination without taking damage or killing something (via roar, daring shout or steadfast). I haven't seen it happen with Destroyer's Purpose feated though.

Having parsed thousands of hits with this enchant I can safely say it's on a 10 second ICD, and each enchant has its own separate ICD. Its proc rate is about 30% and it can proc off anything (even another proc if you have a 2nd equipped). Which makes it very front loaded as between bleeds, dots and attacks you can hit that…
With 1, 2, maybe even 3 characters, the 2h tasks are fine. Once you get to 5, 10 or 15+ characters, those 18h tasks suddenly become a lot more appealing.
It more or less shreds any minion mob with 1 cast and drops soldiers to about half. The recast is a bit long, but you only really open with it. By the time the fight is over and you're at the next pack, you might have to wait 5 seconds or so. And it keeps mobs off your cleric lol.
