I got the rod today after about 400 insurgencies. So it drops, but the drop rate is so low that it makes you mad. I thought the same that there may be something wrong or maybe some kind of bug. There is nothing wrong, but the drop rate is below 1% i think.

It is a great idea for scaling but if it gets harder to do the " OLD " content we should get better gear. I can't see the reason why old Dungeon should be harder to do even though the rewards we get are useless. I for one would prefer to be able to solo every Dungeon where the rewards are useless.
