Yes, as I understood it, the 15% would be applied either before or after the 25% which may not equal 40% total but should definately be more than 25%. Thats how I interpreted the statement that it would work with the VIP discount. Currently the max discount is 25%

Just for the keys, this is worth it from the start. However as items from lockboxes become more and more common, the prices of everything will drop significantly.
