Yep, that's it. Knew I wasn't crazy. Shouldn't it proc on everything though? Even with the enchant removed it's only proc'ing on the initial hit. (not piercing, blade storm, etc)
Getting to 100% crit on a combat spec HR is definitely not easy. It's certainly doable. I stay at about 95% on mine (on purpose), however I'm very much BiS. I couldn't crack 95% until I was at 4k (in the old IL format) I'm at 16.1 right now.
Recovery is not a wasted stat for Combat at end-game. I'm not saying you should stack it in the place of other stats. Obviously get to 100% crit chance, and 61% RI, and get your power up. Can anyone dumb this down and tell me how this will affect straight arpen/RI? Is this saying we will need to now stack RI higher than the current standard? (60%) or do we now need more than 60% RI to get where we used to be at 60%.

I'm still unconvinced. I think 2.5% all the time > 5% sometimes. And this may just be the way I'm built, but I have zero room for arpen on me. If I add 867 I'd be at 67% with no place to remove any.
