• What you criticize about Scoundrel Training is exactly what I was thinking. :D 9% sounds better, but only At-Wills and only not being targeted. Your example makes sense. And as I focused only on strength it just feels more reasonable to stick with Disciple of Strength. But less than 1% is really not a big deal then...
