No.. this is not true at all. You can see the stat increase here - http://neverwinter.gamepedia.com/Artifact. Keep in mind this is for mod6 but there is a similar increase for mod5 (xbox). It's about 150 total points increased between 99 and 100.
My point is that every time there is an overpowered mechanic in an MMO, especially in PvP, its always heavily abused. Once it's patched, these forums will be flooded with the next FOTM mechanic.
Development processes take time.. and testing takes time.. then fixes can be rolled out. Would you rather them roll out yolo bug fixes and break 2 new things with 1 fix?
^ This TR's are very powerful.. especially when you lack defense stats to make you live through the initial burst. This is largely why they seem so overpowered - because the game is still new and many people lack gear. TR's can be countered by Clerics, HRs, and CWs if geared and played correctly.
It's true that rogues are a powerful pvp class. They always have been since the game was released on PC. In premade matches they are also very useful but it's certainly not "the more the merrier" kind of thing for premades.
