rapticor is right. I did mean only the VIP as is currently in the game. I'm not sure why people assume the sub based or DDO model. I'm pretty sure the Tiefling empire of Bael Turath and the Dragonborn empire of Arkhosia are both part of the "Points of Light" setting (default 4e world) and not actually part of the Forgotten Realms. There were Tieflings in FR before 4e but no real reason as to why they are now so prominent.
