No changes can save the queues when there is no incentive to run them (well, aside from the AD). So the first thing you should be fixing are the insultingly bad rewards.
The scaling is completely fscked. Lv 80 areas can be easily steamrolled without companions and potions, but once scaling comes into play the game becomes a frustrating nightmare. I really doubt you will be able (or rather willing) to fix it in time, so I fear we have another mod 6 in the making and the next three mods…
Not really overpowered. SW base damage is way too low (for anything >70, until then it's OK), so this basically only levels things a bit.
