I believe the 10% boost is to your base Armor Penetration stat. So if you have 1000 ArPen, Piercing Light treats you as having 1100 ArPen. Similarly with Templar's Domain feat (for 30%). I think I was around level 30 last time I used sunburst with my DC outside of an occasional pvp match or certain cliff/bridge areas until the other day. This is a serious issue. The power is completely unusable right now. I froze not just myself, but also my teammates about 5 times the other day between PVP and dungeons. Pair that up with the general increase in laggy/unstable/buggy behavior over the last week, and this is really disenfranchising.

+1 When I first started playing Neverwinter I opened a ticket with Perfect World to help me get a gateway account working for XBox one. It was super disappointing to hear they didn't support it.
