Honestly, I would suggest for you to focus on your survivability rather than on your dps. Change your build towards being more tanky, and you'll survive longer. As someone who has played an HR since being introduced to NW, I agree with the OP. Although in PVE, the HR is decent, in PVP they are the weakest class. At the moment, the only thing an HR can do against classes of equal gear is "kite" them, or tank them in other words. HR vs. TR, tank the TR. HR vs. CW, hope your heals…
