Have you tried using the founders agent in main town area to claim all items you're due? I got the rest of owed items from him. Hope this helps.

I had the same problem today. Thought i would queue up for Throne of Idris (im level 39) while i finish the last of the Ebon downs quests. We did it and had the completed sign come up and its in my logbook as a completed achievement but when i got to the end of the quest line it asked me to do the quest again. Of course…
