This problem exists on console as well. Is the etched glass counting as a quest item? If not, I believe they have altered the wrong item.

I'd like to add that regular mobs in normal zones can also have this issue. Batiri Shaman may also have high hp, or they are taking much less damage. The time it takes to kill one is tedious in the extreme.

PS4, also having this issue in areas. Sea of Moving Ice and Chult are particularly bad from my experience.
