No. It has been momentarily pulled (?) due to abuse and exploit by some 'players'. There is a thread and explanation in the proper bug, known issue, forums where they have appologized and posted there concern and reason for pulling it.

I am of like mind in the meting out of punishment to those that abused and underscored the promo for wrongful purposes. I hope that this issue will be kept in mind for any possible future that may be implemented. I would like to thank those who only wished to give something to the player base.
