Recovery % is exactly the same thing as cooldown reducement. It might a bit confusing for some people though, I agree with that.

It is working properly :) it gives additional +25% to recovery percentage (check char stats window)

It counts multiple missiles combo and the huge number you see is just a total amount of damage done by non-stop M.missile attack. Game just trolled you :(
