As long as there is an opportunity to monetize it, they might do this. I agree with others, that they will probably make this an upsell option, at some point.

PWE has already run the numbers. BOE means more cash. At least within the economic structure of this game. Grinders feed the supply. Casual gamers, with disposable income, consume it. Give me a scenario in which BOP leads to more money for PWE, without drastically altering the dynamics of the game. I don't see it.

<tinfoilhat> I wonder if they deliberately broke the sort function. When personal storage is cluttered, it becomes more time consuming to manage inventory. Thus, one might be more likely to purchase the bank bag slots. Since your bags are so full and harder to manage. </tinfoilhat>

Instead of selling the item directly. They offer the gambling option. Folks that can't afford to spend 3k-5k zen, might be able to afford enough for one or two booster packs.
