It weird that it's available to lower levels, I picked it up at level 7

Have just found out that it works on my level 20, so I assume it's not a bug, but it doesn't complete on my level 8 toon

I can confirm according to my quest log (pictures below) I have spoken to all the relevant NPC's and just need to speak to Kavatos. You will see from the 2nd picture, Kavatos is there with no quest marker. Is this the right location or has he moved like Sergeant Knox? Image: Quest Log:…
