I don't think its a bug as from the description "Your encounter powers siphon away 12% of your target's damage" Into the Fray has no enemy targets. I wouldn't want it to work that way either as you're only get half the benefit of the enchant but it would be better if the debuff worked like Bronzewood.
I tested this on the preview server with Into the Fray and I did not get the buff. If you use Feytouched you will need to change your rotation around and always initiate with Enforced Threat to get the most out of the enchant.

kreicus are you able to test out the damage with cancelling Strike with Rush as you should be able to get a lot more hits in for that minute. LOL i just found that you cancel Threatening Rush into Aggravating strike cancelled into Threatening Rush cancelled into Aggravating strike... you get the picture. You only have the start frames for these moves and no recovery frames which makes it alot better than cleave.

I was actually going to respec to a very similar build for max AP gain but was thinking of using the feat for Into the Fray. Do you have a reason for why you didn't go that feat for the extra AP and 5% damage for your party or is the AP gain already sufficient without it?
Not sure why but not a lot of people seem to use Crushing Pin which is a really good feat.
