Found this, I think I figured it out! Skip to 13:21 in video, basically there should be a new area called Mantol-Derith on your travel map, go there and talk to the dwarf dude again. https://www.youtube.com/watch?v=0yil_vq1wU4

I am having the same issue, did you figure that out? It tells me when I click on the campaign that I need to speak to Spider in the Tavern but when I go there he is not there so very confused.

This actually happened to me as well, I thought I was imagining it and that I spent them on something by accident but I am sure that was not the case.
