To add to this Sudden Storm has a minor physical damage component (like...10-20 physical damage at level 60). This part can crit. The lightning damage never crits...ever. EOTS will cause this dinky physical damage to always crit, though.

Actually you're right. The lightning damage part of it never crits. I'm guessing this is probably a bug. It does do a negligible amount of physical damage which can crit - for around 20 damage.

I am also experiencing the same thing - I knew exactly what I wanted so I also purchased the power quite fast, before the quest could register.
