And how exactly would you get "plenty of LOMM" (i.e. Seals of the Deep) if you can't run LOMM? Seems to be standard Cryptic practice to make you run a dungeon to get the gear appropriate for running that dungeon. Resetting options to default seems to solve this one. No idea why.

Same thing started happening to my ranger yesterday. AoE encounter powers just stopped working. The regular cursor toggles off and back on, but no targeting circle appears and no effect happens. I'll have to check now and see if I acquired the heroic encounter bug.

So basically, 20k tank or dps characters shouldn't even bother with this dungeon. Just do your daily MEs and Zok Boxes to eventually get your 1k gear and run random queues for RAD. Wait for Mod 17 and hope things get better. How many players will even bother? Cryptic should probably just change their name to Cluster. ESO…

Just make it a queue, put the "quest" rewards in the chest, and limit chest opening to 3 per day (if you really insist on that stupid limit). Allow free exit until past the tuning crystals in case the queue group can't agree on how many they want to run.

Adding insult to injury... Grind, grind, grind, for the resonance needed to restore an item. Then, just when you are close at the end of the weekend, run into a HAMSTER cap limiting how many you can collect in a day. Of course, the cap appears to count the worthless Balance and Sacrifice resonances you get. As if anyone…

I got all of the unstable resonances and completed the quest, but did not receive any Runic Resonator. There seems to be no way to run the quest again and now way to create Crystallized Resonance.

So, the consensus seems to be that this is an internet connectivity issue that neither players nor Cryptic can do anything about -- except maybe call your ISP and ask them to talk to their upstream connections.
