I noticed this prior to my respec, but thought it was due to something else - my TR Disheartening Strike only does about 3,500 dmg on a crit, yet the stat block says it should be doing about 14,000.... am I missing something?

The damage shown is the total damage over the course of the effect.

But I am not seeing any further amounts of damage related to the effect - I only see the one entry. I see dmg related to the plaguefire ench, and the blade fury, but no additional dmg from DHS. If it is a DoT, should it not display individual points as it ticks, just like the plaguefire? I see more dmg on enemies from Sly Flourish, and I watch their health bar - it does not go down as expected using DHS, so I am not getting the full DoT of DHS in my estimation.
Any way to monitor this more accurately?

Well to be clear you understand, this is a dot. Apply it once (best from stealth) and wait for it to expire. Don't keep recasting it as that is of no use unless maybe it was applied out of stealth and you are trying to get it to crit. If you use it and get a crit and then immediately use it again and get a normal hit you just wasted the crit run. Basically it is a fire and forget type attack.
In PvP it has reduced damage (to the point that it is even less than cloud of steel). Also in PvP it is easily removed from your target by various means and is often a waste of effort unless you have scoped out your targets and keep on top of things.
OK, so it is a DoT, but it is an At-Will... there is no "cool down" or counter that I can see, unlike an Encounter. How do I:
1. Know when it expires?
2. See the full damage?
I generally only toss it once and go back to the flurry, but as I said, I have tossed it and watched the enemy health (PVE, I don't PVP), it does not go down (even after a few seconds), unlike my other At-Will's that do substantially less damage over the same time. Either the power is incorrectly worded, or it should not be an At Will, or it is bugged, IMHO.

You can see the debuff on enemy bar (with the icon of DS when it's active). You can also go to your chat options and enable combat self dmg, to see how much dmg it does per tick and when.
