GWF Determination (Artifact Weapon) Bug

It seems as though whenever some GWFs have their Elemental Fire Greataxe equipped, they will only be able to build determination for a short period of time before it stops for a few seconds. Daring Shout, being damaged, or dealing damage with the Destroyer's Purpose feat does not allow one to build determination during the few seconds that the bar is frozen. Whenever another weapon is equipped, determination builds normally and works as intended.

I've heard that other people have this issue, and it is possible that it's because of the Reaping Strike artifact power. Not all GWFs that have the artifact weapon equipped are experiencing this problem, so it's leading me to believe that it's this particular power that is causing this to happen regardless of if you have reaping strike in your equipped at-wills or not.

If anyone is having this problem without the Reaping Strike artifact power, then it's probably the weapon itself.

    My E/Fire Greataxe has the Reaping Strike power active (only one currently available), and I'm experiencing the Determination issue. I don't have Reaping Strike slotted as an at-will.

    I was also speaking to someone on Reddit who confirmed their artifact weapon has Reaping Strike as the active power (which they can't afford to change) and their determination gain is likewise bugging. They do not use Reaping Strike either.

    I have never experienced bugged determination gain, and have also never used a Reaping Strike artifact weapon.

    I had Reaping on it as start but i changed it and i still have those bug.

    Later i will try to uneqip and use an other weapon .
    If this is true then the arti weapon is bugged .

    BTW I have 3 other GWFs non of them experienced this bug non of them have lvl 70 arti weapon.
