Do the devs even test pvp play at best in slot level? When making decisions on how classes should be tweaked, do you think they put on all orange/mythic/rank12 enchants and test the various possible builds, looking for maximal efficacy like players do and then play versus other BIS maxed out classes both 1v1 and in groups to ensure balance is there? Or.. do they work stuff out a drawing board and notepads and excel spreadsheets, implement it with code, then test it a little/minimally to make sure it is functional, launch it, then fix the broken and imbalanced stuff later and slowly, based on feedback, when they are able to get to it, barring other pressures and deadlines. More something like that. I have never seen or heard of a dev play at an endgame best in slot level, and maybe that is part of the problem why endgame pvp is in chronic state of FUBAR.

I think tests are only made in case of PVE performance and damage , PVP is too small to get any attention
yesterday I tried to "hurt" a good equipped GWF, high dex, high def, high deflect, T Negation, T Feytouched, lol-set, r 10's ....... only missing broken wheel
most classes become little monster in PVP with some degree of equip
Current team is fixing things much faster and communication is far better than ever before, yet this is.. still.. the most broken game I have ever played besides some beta indie games probably made alone by some guy in his basement.
because BiS level should be the level on which balance should be done, and scaling downwards making the classes lesseffective.
btw: who are you ingame? do you even play nw ?

This is the only time I agree with those players. Alpha testing changes should be done at a premium build for balance, then it will scale down in effectiveness for lesser geared players.

yes they do. on pvp testing before mod 6 they upscale every char to lvl 70 and gave OP test gear. So they do have stuff with r12 ets.
But here comes a funny part it is crappy r12 stats. Just like recovery for trapper HR or so on. It way off from real gear as well as devs using some HAMSTER enchants that no one in real game would use. And it is 1-2 hours only.
Another note as well - the do not really seem to test stuff generally as well even on paper. Just pointing to Tenancy APR or GF Mark or HR roots.
It rather looks like pen and paper mechanics was not designed right and not tested any well.
so Im pretty sure that their process is following -
- make some HAMSTER design that looks good only on first glance. Something quick without time to spent since they are busy. Just another crutch to put to keep running.
- Put in description for task missing some parts and cutting corners
- give it to implement for someone who was not present or did not care about original discussion.
- after implementation give it to monkey tester that reads first task description and and best can verity that 80% is 80%
- put more work on original designer so he would not have time to look in real game for more then 10 minutes.
- push it live as 'tested and verified'
- ignore players feedback for 3 month. Send mods to delete everything cause 'players just don't know what they are talking about'
- designer finally looks at forum for fun cause he finally heard rumor of cry all over place after he finally logged on live last night after 3 months and one of his unblocked people did gave him a note of cry.
- designer does not have time to test and says it is wai since tests passed.
- maybe he looks and fixes this junk in his spare time.
- fix is planned for testing etc. Will go live in next year.

I am assuming that by r12 you mean Tier 1/ tier 2 gear, you are correct however that the auto generated gear that the devs have is not very good gear, i assume based on Crushes posts about how armor pen works and is placed on PvE gear that they do use the the Elemental seal gear from dungeons to do their testing.
However you are most incorrect that that the devs use the tier 1/2 pvp gear for testing purposes at least when they do a PvP live stream event like you are referring to. I was part of that event and I recall that Panderus was not using the Burning set to do his pvp, instead it was a mis-mash of other gear and not even close to BIS.
