Unable to authenticate: Connection to the account server timed out.

Hello,
I am trying to log into the game and i keep getting an error message.

"Unable to authenticate: Connection to the account server timed out.

I restarted my pc a couple times and restarted my internet by doing a modem and router restart. I am still not able to log in.

I dont want to miss the double experience is there anything that can be done?

    I hate paying taxes! Why must I pay thousands of dollars in taxes when everything I buy is taxed anyways!

    I have googled but have not found any fixes.

    Update

    I have restarted my computer and home network multiple times. (including power cycles of my router and modem)
    I have confirmed that my firewalls are not blocking the game.
    I have uninstalled ARC and tried to connect, and have reinstalled arc and tried to connect.
    I have called Perfect World Entertainment.
    I have not received a ticket response other than the auto response when submitting a ticket.

    I still can not log into the game.

    Update:

    I tried logging in this afternoon and I was able to.

    I had not changed anything since the last time i tried to log in and failed... The game just decided to "let me" log in.
