Black Earth Rumble - Vigilant Paladin not giving quest

Has anyone else noticed the Vigilant Paladin in Reclamation Rock isn't giving out the "Black Earth Rumble" quests..?

    Hmm, I had no trouble getting quests from them with my DC, but my GWF doesn't get the quest....

    My DC is not getting the quest but my TR and CW did.

    Haven't had any trouble getting the quest, but you can be overlevelled to see quest markers in both Drowned Shore and Reclamation Rock, which means I have at times forgotten to pick it up.

    Unlike the other "ongoing" kill quests, this one doesn't give an elemental reward, which I have bug-reported in-game.
