This is a thread to talk about the actual *items* received, not the timers or reset bugs or whether or not you like the new system.
The potion appropriate to your level seems to be working fine. You may not get the kind shown in the interface, but it did seem to be randomizing, which is what I assume it's meant to do.
The character bound refinement item isn't working properly, but the fact that the randomization is broken is the only thing making it tolerable, to the extent that I'm writing this up even though I don't really want it to be fixed to work the way I think it's meant to. Right now, each character will always receive the same character-bound refinement item. You got a thaumaturgic stone the first time you hit this tier? That's what you always get. So they stack, you have one slot with character-bound refinement junk, no problem.
But, I suspect these items are meant to be randomized, which means that assuming you're trying to save items against a double RP event, you're looking at accumulating 8 separate stacks of character bound items (5 stones, 3 marks... unless they include potency too). We already have too many problems with storing every possible variety of refinement item we can collect in our travels. Adding character bound ones is annoying. I'd rather get another potion, or nothing, than more inventory management problems. (Yes, I do realize the most probable solution is to use them right away and not save them.)
The bound identification scroll is a little problematic, as level 60+ characters were split between receiving a greater and a normal scroll. I don't know if this reward randomizes or if those who got normal scrolls will continue to do so, as I only managed to attain this tier once due to the random resets. This should only give a greater ID scroll to levels 60+, imo, because lower ones are just more unneeded junk to deal with. The interface always shows a greater scroll so I was really surprised when a bunch of them turned out to be normal ones.

Yesterday's patch actually corrected the display on the ID scroll rewards so they actually do show a normal scroll if that's what you're getting (could actually see it change as the interface came up for the first time).
My characters who received a normal ID scroll in their prior cycle received one again. Lame.
Once the Invocation cycle had settled down to where it was supposed to be, I decided to give it 7-10 days to see if the item rewards would remain static or if they randomized as (I suspect) was supposed to happen. (Yes, I know it's 15 days since Becky's post, but Real Life reared its ugly head and... well, let's just say it's been a rough couple of weeks...)
I have five characters of differing classes all available to Invoke, and every day they receive the following potions and stones:
My CW originally received [Major Fortification Potions], but after attaining Lv65-66 started receiving the [Superior] pots. All characters (being over Lv60) also receive a [Greater Scroll of ID], although before things settled down three received [Scrolls of ID] - quite useless for a Lv60+.
If this system is WAI, then we'll just have to get used to the fact that we're stuck with just the one flavour of potion and one type of stone (even if the potions and scrolls do upgrade as we level up). If this system is supposed to be truly random...
Before I forget...
I noticed something similar happened during the recent Gond event with the 'random' resources that could be obtained on the sixth tier of Invocation. Now it could be that they might change if you did Invoke at that level once with a Mechanical Altar (never had any to try the system out), but just observing it I never saw the items change... ever.

I assume the static reward is on purpose, just so we don't fill up our bags with any of 6 potions and any of 8-12 refinement items.
It kind of sucks for my guys who get lesser Marks of Potency, but I'm happier with mediocre free rewards than having to constantly empty my bags because I have 1 or 2 each of 20 different items. Especially since the invocation items are character-bound, so you can't even put them in shared bank space.
