leveling dungeons

Are leveling dungeons available? I created a paladin and after finishing up the tower district I can't access the cloak tower. It's not in my queue of available dungeons, nor can I go in the door. I'm just wondering if the issue is specific to cloak tower or if all leveling dungeons are having issues.

    Only CC, GWD, and ToS are available. The rest haven't had "the treatment" yet.

    "the treatment" is awful. It means I have to wait to 70 to find out if I'm any good at being a tank or a healer. since it only takes 3 people and no specific class to beat these 3 leveling dungeons, they are no challenge and provide no measure of my skill.

    Just wait until someone higher than the level of the dungeon goes in and mops the floor with everything. Charthraxis can be beaten with ~1700 gear level HR and a rogue. Maybe even less.
