Double RP and wasted(?) RP?

I have a current lvl 60 artifact that has around 320k RP already in it, I've been saving an older lvl 99 artifact of the same type to feed into this lvl 60 one once double RP rolled around. With double RP it will give ~ 5.8m. So with double RP and the RP already in the lvl 60 artifact it will be ~2.2m RP 'over' the current cap of lvl 100.

My question is, once we can level these artifacts to lvl 140, will this ~2.2m RP still be there? Or is it wasted?

    according to my lv 100 artifact on preview that i over leveled back in mod 4 the RP will still be there and thus not wasted. Be warned though, this might change

    ...I guess your RP will probably end up in RP Nirvana.

    Figure me this: My main chars all got all their powers unlocked through excess XP Power points. Will, with the advent of Mod 6, they be tele-leveled to 70 ???
