In the Sharandar campaign there's a boon called Elven Ferocity, which grants a chance to deal 400 arcane damage when striking a foe.
Now my question is; how does it define "striking a foe"? Does this only work with the basic "At will" powers? Or does it work for everything? (including AoEs?)

It can proc on any attack.
The right to command is earned through duty, the privilege of rank is service.

Note that it has an internal cooldown, but so does its counterpart, so just take whichever better fits your build, or go for the tiny damage buff regardless.
