For very high, top-level gameplay, it's almost always Sabos > Execs > Scoundrels, although the recent emergence of Exec bugs and the Op AP cloak + mix of Shocking Execution has brought up the Execs a lot higher in the tier and closer to the Sabo than ever before (but IMO for the requirements of really top-level PvP, it's still Sabos...)

In the middle ground, anything works. In the very low-skill group, it's almost always decisively Execs, since people don't know how to handle them, as well as low-skill TRs aren't sophisticated enough to handle scoundrels and sabo tactics.

    Thx for your feedback.

Saboteur is an interesting tree and I wanted to do a permastealth build anytime soon but what I don't like too much is the lack of damage of most builds.

Executioner is what I am running now and has a nice damage output but no survability in a 1v3 or higher

Any way thx again for your help and if you can pls send me a nwcalc build of a good dps permastealth.

Contrary to popular belief, not everyone has those AP cloaks and SigDiv. Without those two, no matter how well you manage your rotations a vulnerable moment where (1) you're out of stealth, (2) both ITC and SS is on cooldown, comes.

Scoundrel is the best for PVP if your not planning on spending real money on the game. It takes a bit more skill to play but definitely worth the effort. With the right timing you can chain daze opponents and the high deflect that comes with it will give you livability with little hit points. I have only 24k hit points with 46% deflect and 37% DR. The only toons that really give me trouble are DC's due to my low hitpoints.

If you master the chain dazes you can easily take out someone with 5k higher gs then you by immobilizing them. With the right combo and timing I can daze someone with low tenacity for up to 15 seconds, more then enough to land a few DF's. The best thing about scoundrel is when you do advance in gear and boons and such, you can effectively replace ITC with a third encounter if your good at dodging. My typical rotation in pvp as scoundrel is Deft Strike (Slows Opponent) followed by DF, then smoke bomb (Now slowed and Daze is refreshed), followed by DF then Dazing Strike (Refresh Daze) combine this with the Dazing cap stone in a 1v1, you will win against opponents even with much higher GS.

I never invested in Crit, I have I believe 650. but I have 5.5 power and 2.9 arp. I can't one shot anyone but I can rip most people to shreds before then can even fight back. The draw back is against very skilled players or high tenacity players, if your rotation is off you will get destroyed in seconds.

I like scoundrel a lot, think that's my favorite, does good in PVE too. Deep down I'll always be an exe, not because my goal is to one shot people like OP says. I just wish scoundrel had nice stealth regen like exe. Sabo is my least my favorite but it's probably best for pvp. I just never have/will use SS so doesn't fit my play style. The stealth reveal and the many ways other classes have to mark us in stealth is just grrr but man, are good sabos hard to fight, either invisible whole time or ITC is up then they daily to escape if caught. Them and one-shot people with 40k+ HP TR are what encourage my opinion that our class needs a pvp tone down, leave us alone in pve though ffs. Just nub only pug pvp TR opinion.

Scoundrel with Twilight Adept and a build that makes good use of stamina recovery doesn't have too much trouble getting back into stealth without needing to blow an encounter slot for it.

MI Executioner, stack all your heroic feats to maximize stealth and dodge buff.
