I'm just getting back into the game after a long absence. I've started the dragon campaign and finished the first three. Now I'm stuck. The "assist the emerald enclave" will not unlock and I have no idea why or what to do to advance the campaign. It says I have to complete the prior tasks but they are all complete. And the NPC's near Harper in PC won't give any new quests. Any suggestions?
Have you repeated them enough times, so that they are listed as not repeatable?
I think you have to do them each a couple of times, if memory serves.
You might also just need to wait a day.

Talk to the Emerald Enclave representative in Rothe Valley to start the required quests. There is a door in the tunnel that will take you to where they are located.

@iandarksword: so I need to go directly to the Rothe Valley and find the tunnel to get the beginning quest for Emerald Enclave?
I definitely had a similar problem on one of my toons that was solved by talking to one of the campaign NPCs (unfortunately I forget who and where) even though they did not have any quest indicator showing.
In addition to checking Rothe Valley also go and try talking to the Harper guy/gal in Neverdeath and also the one in Ebon Downs. Talk to them even if they don't have a quest symbol above their head. Also talk to all 5 of the campaign NPCs in PE - the Harper you know about, plus the person next to him, the one behind the bar, the one at the other end of the bar and the one behind the Harper guy who is sitting on a crate/barrel.
Failing that, try comparing your quest history (tick box in quest list) with the campaign stuff on the official wiki. At least that should tell you which quest you need next.

I think before each new "assisting" quest, you have to go back to the Harpers in Protector's Enclave and get the first quest to start assisting the next faction.

In this case, the Emerald Enclave rep is sitting on a crate sort of behind Boward. He gives the intro quest for Rothe Valley.
If you have the bug where ! is inside the NPC and not over their head, it's completely hidden by his posture, instead of sort of visible at his groin.
