Just gets stuck at the bit where the ad panel loads, won't progress to the point where I can log in.
Why would this ad need to load for me to log in anyways?

As it is loading fine for me, I would lean towards this is being caused by:
1) Winter storms causing havoc on Network Traffic throughout the U.S., causing you to be hopped through other areas, resulting in packet loss or even interruptions.
2) Something on your computer causing a block, such as Adblockers or even Firewall.
3) Router's internal firewall set too high.
To easily rule out #1 without doing tracerts and such, I'd try another PC if you have one with NW installed and see what happens.
To easily rule out #2, I'd disable any adblockers temporarily, try again. Then disable your PC firewall temporarily, try again. You can also try #1 for this testing. If #3 is the culprit, #1 won't yield positive results either.
To easily rule out #3, I'd disable your router's firewall temporarily, try again.
Don't login with your firewall disabled. If you get past what is shown in the picture with your firewall(s) disabled, then re-enable them and then go through your firewall's block list and logs to see what it is blocking. Again, I cannot recommend logging into anything without a properly configured firewall running.
Ah, frozen Sandy 2.0 or whatever they're calling it. Could be... I'm west coast, was hoping the servers were too - seems they time things PST - but maybe the ad host is east, or the net's just doing fun things.

I am having trouble downloading, updating, and installing the game. What are the IP and port numbers to download and update Neverwinter?
The port info for downloading and running the game are:
IP range: 208.95.184.0/22
Ports: TCP: 7000-7500 & 80
If connection issues persist you can try flushing your DNS:
Press the Windows Key + R
In the Run window that opens type "cmd" (without quotations) and press Enter
Type "ipconfig /flushdns" (without quotations) into the command prompt window and press Enter
If you're able to load the game launcher but still cannot connect to the game, please try the following:
Disable on-demand patching in the game launcher options
Select the Force Verify option from the game launcher options

Hmmm... Hadn't thought of launching through ARC - does that bypass the standard loader? Maybe there's a use for that bit of account breaking bloatware after all (I know, I know, sorry)... I tried running gameclient.exe directly, but alas, it wouldn't log in that way.
In any case, tried all of the above, and flushing my dns cache, rebooting, and changing operating systems (I've a tri-boot system). All for nadda. However, the problem mysteriously fixed itself the next day. I suppose I'll try ARC should it happen again at some inconvenient moment.
