may be somone can help me. i signed up for preview, but then were i should be able to copy characters i see message : "You have no characters! Please visit this page again once you have created a character in game."

Using the link in that Russian Preview Forum thread copies characters from the Russian Shard to their own Preview Shard, Neverwinter - Lurker. If you need more help with the Russian Live or Preview Shards, please use their forums. If you issue is with the International Live or Preview Shards and neither of the first two links work, please make a support ticket.

Did Support tell you to post this as a Bug Report? If so, that means that there is nothing they can do aside from wait for the Devs to get a fix in. We don't provide support here, this forum is for Bug Reporting only, not seeking support.
I doubt they'd send you here for Customer Support as they know we don't offer Support on the forums. In any case, you'll need to re-contact Support and be more specific with them. There's nothing forum staff can do about this. You may want to link them this thread too.

im start thinking all this coz of my ip, when i start to play this game rus shard not exist, but im live close to russia and play on dragon shard

Try creating a character on Drider (NeverwinterRU) and then after you get through the beach/bridge starting area and are in Protector's Enclave, log out and then see if it is there for you to transfer. Then check the NeverwinterPreview shard and see if it copied there. If not, you may want to try patching the Lurker shard and see if it then copied there. If so, then it might have to do with a regional thing and you should reply back to Support with your new findings.
By support's response there, it sounds like they mean you to report this as a bug report via the preview bug forum. In either case, I'll pass this thread along to my CM today. Could you supply your ticket ID number?

For the International Dragon Shard (Neverwinter - Neverwinter), first make sure you've read this post. For transferring to the International Preview from International Live, you should use:
http://www.arcgames.com/en/my/character/copy/nw or http://nw.perfectworld.com/preview
The shard these two links transfer to in the Launcher Server selection is Neverwiner - NeverwinterPreview.
For the Russian Drider Shard (Neverwinter - NeverwinterRU), you should look to their own Preview Forums for information:
