Hi, I haven't played in a while, logged in, and noticed my feats have been reset. I re-did all my feats; took me almost two hours of going over the new feats and paragon paths before I finally decided what to take.
Before this re-spec I had always been Executioner, using encounter powers and dailies to stay stealthed.
This time I decided to try Saboteur, mainly because I was bored with Executioner, also I noticed some feats in the Saboteur path look cool. I should add that I took EVERY feat that increased my stealth duration, and increased my steath regeneration, etc.
After the re-spec I went into some level 60 area and fought vanilla mobs in order to get used to things.
What a shock! No matter what attacks I did, as soon as I stealthed and began attacking a mob my Stealth meter drained faster than you can say "OMG IT'S EMPTY".
Now I am stupified and horrified. I have no idea what is going on. I tried to ask people in zone chat but none of the answers were insightful or helpful.
Hopefully someone can tell me what's wrong, either there is a bug, or I grossly misunderstand how to play my TR now. And by the way, no warning at all was given when I re-spec'd that stealth has been changed causing stealth meter to instantly drain whenever you attack. So, I do not see how my feat choices were wrong, or how I could have known this in order to spec properly.
Anyway, here are screenshots of my Character, and all the feats I took.
Please someone give me constructive ideas!

If you look over everything you should note that everything relevant is maxed, eg. Paragon Powers, Encounter Powers, all the Feats that supposedly increase and/or prolong stealth. yet the stealth bar empties in one second when I start attacking...

Basically you can get around 4-6 at-wills off before your stealth runs out. Adding extra stealth only increases the length of time you can stay in stealth using your daily, using bladestorm, or doing nothing.
How was I supposed to know this? Before these changes I could stay stealthed and attack for quite a while and my stealth meter only dropped fast if I was taking dmg. As example I could stealth behind a boss and attk, attk, attk, for like 10+ seconds, then use an encounter such as bait and switch to refill the stealthe meter and do it all again. Now when I attk I run out of stealth almost immediately, and If I had known this why would I waste re-spec points on feats like Improved Cunning Sneak and Gloaming Cut, when they seem useless now.
Not to mention the fact that i put 5 points into Action Advantage which increases AP gain by 10% when dealing "combat advantage dmg" which I gain while stealthed! Now stealth runs out so fast when I attk it makes that seem useless.
-Patch notes. I'm not even sure they added the change as text in the game, which would be quite the **** up.
-You can still use at-wills, then follow up with an encounter. You just can't use nearly as many of them.
-For PVE, bonus stealth means almost nothing anymore. For PVP, it can let you draw out fights longer. It also lets you use a full 7 at-wills or 6 and one encounter, instead of running out too soon.
-Gloaming Cut isn't really bad. Dazing Strike and Return to Shadows combined with Gloaming Cut and Sneaky Stabber can let you regenerate a good amount of stealth back when empty and with your capstone down.
they work very good in pve also.

u go stealth try to land daze which gives free stealth refil throw few gc-dodge away after each ,itc shadow .......reapeat
before daily try to land daze first go stealth then bloodbath.
pve rotation :not my speciality.....
u can use pob then stealth ,daze from stealth gives nice cone ,smoke bomb
or for single target stealth wr ,lb, dazing or shadow strike
gc works great on low mobs to
few tips
so everything from stealth is crit
dexterity is not to important altho it gives more deflect now , str is cool tho
power is great
recovery also not to important as saboteur but 18% recharge or bit more is very good to have
profound scoundrell armor is awsome now for pvp and pve
u need to count especialy in pvp when 15 sec is up and your encounter will refil stealth
not realy count it comes with bit experience
do the new dragon instance farm and respec u can do it in a day
buy belt cheap refine at 26 2x event
farm and sell dragon coffer u can always get offhand in month or 2
last thing sab is very fun path make sure u try it in pvp

Before anything, i was just LIKE you. Played EXEC. Than made SAB
My first reaction was: WHAAAT the hell is this? we suck so much now.
Then after 2 days i realized how STRONG TR got. Point is, there's a new way to play. And i'll show you how:
1) One ure encounters MUST BE Smoking bomb
2) For PvE try to use a second AOE encouter (Blitz, Blade, Dazz)
3) Use stealth > Smoke bomb > Stealth > Lashing blade or another AoE attack
By this time you're smoke procing crits + ure second power made a LOT of damage. What changed is that you NO LONGER USE AT WILLS WHILE ON STEALTH. You can only use Gloaming cut a little. Use it for adds.
So how do we fight normal bosses? Repeat the combo i did, and use DF without stealth on the back of the enemy.
So how do we fight imune bosses? Alone? It will be hard. But you have to dodge and DF. There's no other way.
Basicaly TR's single DPS got cut a little but our AoE skyrocketed with Somke Bomb from stealth. Try this, you won't regret. TR is very strong on PvE right now. Even stronger than my CW
So my advice is just change ur playstyle a bit, like above ppl have said you now have to think more of what skills to use and when to help you avoid being attacked and allow you to return to stealth quicker. Then choose what skills to use while in stealth with more thought in order to maximise damage instead of just spamming something like Gloaming Cut.

Basic breakdown of the feat trees is: Perma-stealth (or as close as it exists now), perma-daze, & SoD. But I haven't found a good way to stay in stealth without using encounter slots for stuff like Shadow Strike/Bait & Switch, etc.
But I haven't run Sab or Scoundrel & at this point, barring significant "adjustments", I don't think I'll be trying those trees anytime in the future.
