Wasn't this obvious though? I mean, the only way to "progress" in this game is farm/pay & improve gear. It's not like there are any special PvP or PvE modes that require thought and challenge. So of course the new mod will be about doing the same thing you've been doing for months now: farm/pay & improve gear.
Artifact equipment wasn't liked by any rational player to begin with, the refining system wasn't liked by any player at all, the only
ones who like it are bot farmers and Cryptic.
Sadly I believe this is their "slowly abandon ship" plan. The game managers and designers know Artifact equipment isn't liked by players, but they also know it's the biggest money sink this game had recently. I guess they had enough with trying to be a top mmo and moved on to milking whoever's still playing. Feel sorry for those who will still be around to witness the Armor artifact...
They've spent god-knows-what amount of time or money on getting it legendary, only for it to become obsolete a month later. .

As for not being 100% BiS there are a number who are who do spend hundreds to do so and then some others that managed to farm up when the game was older to a high degree, work the ah well, or exploit.
Of course pvp is a mess anyway.

This. People have THE perfect Legendary belt or weapon or whatever is just the tip of the iceberg in PvP. Not only are things pretty busted up, mechanics-wise, the PvP community itself is pretty toxic and unforgiving to new players, which is why we're seeing it implode.
The reason people with 20k Gearscores are getting matched up with 8k newbies is not because the system is broken, it's because people have simply given up for the most part on PvP in this game.

I really don't care about 2 stats. Only stat that matters is the stat that gives 1% proc chance to crit per point. Diluting the bonus will make the new belt less powerful, and completely undesireable to me.
Stacking crit proc is way more op than other bonuses. True min/maxers realize this. And while Critical rating has a diminishing returns cap, Stat bonus is flat adder, making maxing that stat indispensable.
Only exception is guardian fighters, who have no stat that gives % crit proc chance.

Well one of the special potions are better than having the 5th-7th boon in mod 5 in crit severity so far and add 1800 stats just from the 5 pots in the ardent shop. That's excluding the passive bonuses they give.
I'm not sure if I've been lucky, but for the most part I've not had many jerks in my playtime minus the odd one or two. I find it sad how many in gereral competitive gaming do though when others are just trying to have fun. It's not necessarily their fault they get matched against people way better than them, there's almost always going to be someone better than you. Makes me wonder if I was growing up now if I could handle all of the hate online. FRISH is a sensitive soul :c

You have no idea how important some items are
My HR is 18K GS (could make it 19K-20K or so if I transfer my r9-10s from CW). All boons, 20% Tenacity, gear that was BiS in Mod 3, legendary Waters, 2 r99 artis etc. etc.
This HR is NOTHING against a Legendary bow/belt one at same GS.
What I am trying to say is that the leg +4 primary stats and weapon damage/weapon property (such as more Rapid Strike damage/rapid freezing with Ray of Frost etc.) are INCREDIBLY OP for people not having them. Same goes for faster heals or more dailies from a leg. DC sigil and so on. And then there's the room for one more R10 in the weapon and a nice Utility slot for the belt.
It's not really the stats; it's the accumulation of everything on 5 legendaries that the other dude does not have.
And I am talking about real premades, where everyone is BiS. For pugging I'm OP even with my ****ty Mod 3 gear
Conclusion for me is either you have r9-10s and legendaries, combined with great spec and skills, or you will fail. You might still fail anyway...

PvE can be done with just epics. I honestly don't think anyone would be using legendaries if it wasn't for PvP. Yes, it is only the "tip of the iceberg" but all icebergs need a tip right? Gear is ONE of the most important parts of PvP.
It us becoming nearly impossible for casual players to conpete with players who pay. It used to be grind was equal to money. In the end, it all came down to skill/team.
Now, money is worth a LOT more than grind. A CON belt is 3,700,000 AD, currently; roughly $74. Next mod, the gap will be separated even more. An artifact off-hand and necklace are being introduced - $140. And that's not including refinement items.
Most players don't really have $200 to throw around.
These items will only be appealing for the arms race that is PvP. Gear is so inflated now.. And you know what is funny? These items will primarily suck the pockets of PvP'rs who want to stay competitive, yet there is still no new PvP content lol.
There is no pve content that requires anywhere near 22k GS, it's just lazy content / money maker to create a new gear disparity in PVP. Where is the new glory gear? Oh wait.. that doesn't make money or needs to be refined. NVM.. lol

The most important things to do is to make your active artifact and your artifact weapon legendary, those actually make a lot of difference in a match, depending on their effects. That said, if you have everything BiS but your two inactive artifacts are purple and you don't have an artifact belt, I bet my soul that you have, as you said, a decent chance to win against a BiS character.
The way you talk about how crucial having an artifact belt is, it feels like you're talking about going on PvP without spending your power points. What you're saying is this exactly: "You stand no chance on PvP if one person in your group deal 5-10% less damage and take 5-10% more damage. Misfortune, lack of skill or class imbalance are minor variables towards numeric values".
You can try it by yourself. In your premades where everyone is 100% BiS with everything R10 and they shine and stuff use another belt with the same enchantments. It will, of course, make a difference to your performance; but it will be extremely trivial, in the end your winning rate will be the same, and there will be other reasons for your losses.
