Lantern or water are both good.

I think Lantern, myself. Crit/ArPen/Combat Adv.
But I may end up using it as Refine points for one of the others (Class.) I don't really need ComAdv on my mage.

I started Waters and while it's a good artifact I considered that a mistake since I had to waste AD on a Lantern later.
I found if you want the path of decent artifacts while not spending on the AH I would:
    1)Get Lantern from the quest
2)Get the Bloodraven Skull for Glory from PvP as your "defensive" artifact, depending on situation it's actually better then Waters
3)Here the easiest would be GWF or Controller artifact from Vault of Nine, a quest when you have 2 or more characters that can enter Icewind Dale other then that a Eye of Lathandar if your rly rly lucky from the coffer in Dread Ring (Also Shard of valindras crown when you get to farming the high lvl dungeon Valindras Tower)

This is all much much later if your just leveling now but I figured you might want a good plan for the future :) GL

Well, you're saying "new" CW - so it sounds like you're leveling up. I'm going to buck the status quo and say GET THE CATALOG.

Even with waters you're still going to suck pots unless you have an angel of Protection (even with Lillend/Fawn/Acolyte and the rest will still require pots, just less of them). Waters doesn't do much and has a 2 minutes (or is it 3?) cooldown. It's okay for topping-off, but if you have a summoned healer companion you'll get that anyway.

Lantern is okay - it gives you a little boost to power, etc. But you clear through most mobs that it does;t really benefit at lower level (through 40 I suppose) - because the mobs are dead before you get full use out of it.

Catalog is more useful because: you can always buy pots if you're ever running low (and a couple other standard things). If you summon it during combat the merchant deals a burst of damage. But more importantly: you can call it up to sell off all the loot you're hoarding to earn more gold - especially when you forgot to unload old loot at vendor BEFORE going into that instance or off to the other end of the zone.

Active bonuses aside, with it comes to actually summoning the artifact power you'll get maximum use from the catalog than you will from waters or lantern. This is just my own experience of course and everyone else's will vary, thereby recommending other artifacts.

I've used all three and for leveling, the catalog is by far the most useful and flexible in the most situations for me in every case. So much so that I've tossed the green waters, lantern, and catalog on all my alts and bought blue level catalogs for all of them. Then just plop them into the active slot on my 60's when I needed them, then put my normal active back afterward.

Just food for thought, of course. You still have to make your own decision.

latern will add the most dps, which is what you'll want at cap. The others will bum you out after a while at cap.

I ended up with 3500 recovery on my CW without the waters. No recovery on ioun stone aside from it's base stats and no recovery enchantments in gear, not even recovery from a single artifact. Really not hard to get unless you're using pvp gear in a pvp match.

The Arpen from the lantern will work for us tomorrow, so just another reason.

If you plan on pvping at all, I would snag the waters. The lantern is cheaper to buy later on and can be replaced by other class artifacts rather easily.

I use the catalogue for my CW, don't regret it. The portable vendor is just tooo convenient. Also feels very Wizardry to summon a vendor.

I've also bought a blue Catalogue for everyone because it's kinda indispensible if you're a hoarder who likes soloing heroic dungeons for giggles.

The thing about that is the Catalogue is cheaper by far to purchase than the other starter artifacts if you end up deciding you want one later, mostly because the stats are quite poor. For a beginning player though, they probably all look out of reach to buy, so that's still a consideration.

Ctrl+J pulls up the collections to view their stats as you level them up. The OP may find that more influential than their useable power.
