The crate at the target location is on some kind of absurdly long reuse timer for some reason, doesn't mix well with lots of people standing around it waiting to use it...
Why is there even a timer? I thought the quest was completely bugged because of it.
That's what I thought too, but after some AFK in that spot and writing this it was usable. Looks like a 5 min or longer timer, totally pointless on a quest you can do at most once per day.
Why does this quest even have a timer in the first place? One of the most stupidest idea i've ever seen.

Same thing happened to me. i ran in circles for a long time wondering what I was supposed to do...
Finally I went AFK and got my food out of the oven. When I came back a crate had appeared. As happy as I was that it decided to show up I did not enjoy the time running around like a chicken with my head cut off.

This daily quest for the event is really bad.
If you don't know already, you have to wait for a chest to spawn, and it's a single use clickie. The wait time in between is pretty long.
When I first went to the location I saw several people waiting around and I asked what the deal was. I was told they were waiting on the chest. Nobody mentioned it was a single use or that there was a line/queue/order. When it popped I clicked on it, assuming that everyone would be able to. I got the BoP item and everyone cussed me out. I felt bad and everyone there blacklisted me.
There is that one and I believe the one where you have to kill a Beastmaster. If someone kills the one Beastmaster you have to wait until it pops again. I don't know if killing a different Beastmaster will get around this.

Another one in Blackdagger Ruins has three interactible camps which have a cooldown, though I'm under the impression it's shorter than the one on Beachcombing... *just* long enough to be mildly confusing.
OH! Hadn't thought of grouping with other players already at the crate. I shifted around instances (which is very lame IMHO) till I got the create to trigger.
This really ought to be changed (or fixed) to be like Fey Flowers or planting locations or acorns (all in Sharandar). I'm doing this for the dailies and have several characters to run (and many different dailies besides the Jubilee), so waiting around is quite aggravating.
